International Clusterconference „Inspiring Clusters in the Beginning of the New Decade" was held in Tallinn, Swissotel on 30-31th March. The event was The Competitiveness Institutes (TCI) European regional conference, which for the first time was organised in Central and Eastern Europe. The conference focused on developing better and more effective clusterpolicies in Europe and on the other hand the management and leadership of clusters.
Parallel sessions in an open environment were held in addition to the main programme which allowed for discussion on topics the participants deemed necessary and interesting.

The purpose of the research project “Research on the Situation of Persons Given International Protection in Estonia and Their Integration into the Society” is to map in-depth the current situation of the target group of internationally protected persons (refugees) and to analyse their integration capability.
By 01.03.2011 Estonia has given international protection to 45 persons. Among those are people from adjacent countries like Russia and Belarus but also from more far-away countries like Afghanistan and Sri Lanka. Different cultural background creates different precondition for integrating into Estonian society. Educational background and language skills of protected persons also have a significant impact on the success of the integration process. Additionally, among the protected ones there are children at the age of compulsory school education, whose challenges of integration into the Estonian society also include integration into Estonian educational system and beforehand the study-system in Estonian language. In order to develop a favourable environment for integration into Estonian society for internationally protected persons, it is necessary to map their problems and challenges for integration. For this purpose an in-depth study will be carried out among the persons given international protection. The output from final project results will be a survey report, which reflects socio-demographic characteristics of persons given international protection and analysis of their integration process and future perspectives based on the conducted interviews.
Implementation phases and analysis of the study:
Preparation of the study (composing the sample, preparing interviews)
Collection of data (carrying out personal interviews)
Data analysis and composition of report (analysing quantitative and qualitative data and composing the survey report)
Conduct of the research is financed by the Estonian Refugee Fund and Estonian Ministry of the Interior.

Aims of project
To promote new innovative high growth firms e.g. “gazelles” by encouraging entrepreneurial creativity, providing needed support and evaluating needs for early stage risk finance. Project aims to solve identified common for partner regions (Kurzeme, Riga and South Estonia) market failure to release innovative spinouts from regional research centres and Higher Education Institutions fuelled by partnership, mutual learning and mobility activities, and required external competence.

On 29th September 2011 Institute of Baltic Studies together with the Estonian Ministry of Culture organised a workshop in Tartu titled „How to measure integration? The objectives, measuring and evaluation of integration policies". The event's main purpose was to rally policy-makers, policy implementors and policy analysts (reasearchers) to come up with new and exchange existing ideas of the pros and cons of the integrational policies in Estonia. Special emphasis was put on the problem of measuring and evaluating the progress of integration.

"Central Baltic Job Ferry" project for facilitating labour market mobility in the Central Baltic region
Central Baltic Job Ferry project will improve the mobility of labour in cross-border regions of Estonia, Finland, Latvia and Sweden which are hindered by several obstacles. These obstacles include limited access or lack of information on job opportunities and labour offices in the neighbouring countries as well as difficulties in recognition of qualifications of foreign job seekers. Cross-border partnerships between economic actors, relevant institutions as well as strategic investments are to be stimulated by offering comparable information on the four labour markets.
