Defining the role of local governments in implementation of the activities outlined in the "Estonian integration programme for 2008–2013"

The aim of the activities carried out within the framework of public procurement "Defining the role of local governments in implementation of the activities outlined in the Estonian integration programme for 2008–2013" is well-timed, efficient and effective accomplishment of the development plan of "Estonian integration programme for 2008–2013" according to its implementation plan 2008-2010, taking into account the need to be based on a well prepared administrative measures and financial mechanisms, as well as ensuring more effective involvement of local municipalities in the integration process in addition to key ministries, their subordinate units and Integration Foundation. For the attainment of this goal the Integration Foundation has concluded a contract with the consortium of Institute of Baltic Studies (lead partner of the project), Geomedia Consulting and Training Centre and PRAXIS Centre for Policy Studies. The project is financed by the The European Fund for the Integration of Third-country nationals and the Estonian Ministry of Culture.

 

Following activities are implemented within the framework of the project:

- corresponding research relating with the Estonian integration programme for 2008–2013 and its implementation plan for 2008-2010 and analysis of other relevant documents, as well as collection of information from the target group of the procurement. Additionally research and report of international best practices in local government integration activities has been conducted.

- on the 27th-28th of May 2009 a training session was held for the state and local government officials about the international best practices in regard with different cooperation mechanisms, activities and measures of integration. - consultation seminars in the ministries and with local municipality officials are held for examining the prospects of delegating and contracting out some activities stated in Estonian integration programme for 2008–2013 to the local government level.

- based on the results of foregoing analyses and seminars, amendments/complementing propositions are compiled in regard with those activities in Estonian integration programme for 2008–2013, which would be expedient to delegate to the local governments. Additionally, propositions are made concerning the appropriate financial schemes which are suitable in the local level considering the activities of the Estonian integration programme. Suggestions of the consortium will be discussed and improved through the feedback seminars with local governments.

The propositions elaborated within the framework of the project and the final report will be due to April 2010.
