Commercialisation of first-class research and the development of the European Biotech Healthcare sector are problematic especially in terms of unmet financial needs and poor cooperation between sector actors. The lack of early-stage risk capital severely hampers the formation of innovative start-up companies: Europe's start-ups need new forms of early-stage co-financing. Lack of short term exit strategies to enable an acceptable return on investment from biotech projects also affects the ability of mature companies to seek additional investment. Experience and key performance indicators suggest that European biotech is not sufficiently collaboration-minded. Efficient and dynamic regional and EU-wide networking between actors is imperative if this situation is to improve. AFIBIO aims to address these issues and enhance access to finance through the formation of a network of professionals (from research to finance) to share knowledge and best practice in order to provide models, toolkits and recommendations. The overarching goal of the AFIBIO project is to: Network experienced partners with strengths in obtaining finance, to establish a laboratory to cultivate innovative ideas relating to innovation financing in the healthcare-dedicated Biotech sector, from the point of view of both investors and biotech companies. Six main objectives have been identified: To identify the defining characteristics of the biotech market in terms of obstacles and needs concerning access to finance. To mobilise the biotech community, bio-industry associations and biotech investors, and to inform investors with no experience of biotech investment about the sector's specific requirements through knowledge transfer and best practice. To map the funding sources available to biotechnology at EU level, rating them by relevance to the different development stages and business models. To address the aspects identified by developing and validating practical and innovative tools. To establish policy recommendations for European, national and regional public authorities including overcoming the problems related to financing biotech companies at critical stages of development. To elaborate an agreed framework for an operational pre-seed capital scheme using a sustainable network of EU experts.   Project website: AFIBO

Andmebaas on loodud eesmärgiga koguda kokku informatsioon valitsusvälise mittetulundussektori finantseerimisvõimaluste kohta ning sellega soodustada Eesti vabaühenduste ligipääsu finantseerimisvõimalustele.

'Networking INnovation actors in the medical device sector' 8.6% of GDP in Europe is spent on health, of which 6.4% is for medical technology. Although this expenditure delivers an exceptional return on investment, there is a need for continual innovation. Increasing patient treatment and operating costs mean that the commercial prospects for even quite significant breakthroughs in treatments might be poor if the willingness/ability to pay among society and patients does not exist. "Part of the problem for the medical technology industry" Maurice Wagner, Director General of Eucomed, said "is not the capability of innovation itself, but the difficulty in bringing the fruits of that innovation to the patient and the economy". Investors need to be confident a timely return on their investments in R&D. InJection focuses on how SMEs active in the healthcare sector can access funding from professional investors and through this funding achieve sustainable growth. The goal of the InJection project is: to provide SMEs and investors with sector specific networking opportunities. This involves 3 objectives: To enable the creation of new and cross-border contacts both for leading industrial actors and stakeholders in the sector, and potential investors. To develop the medical devices innovation area by fostering collaboration between the many different actors in the sector and extract lessons and best practice. To build on the experience and tools and services developed under the PAXIS and Gate2Growth initiatives, and to adapt them to the medical devices sector.   Project website: INJECTION

Globalization leads to greater challenges for Research and Technology Development (RTD) policies and for the competitiveness of technology oriented SMEs. However, regional innovation policy-making is in need of innovation itself: It has to be more dynamic and adaptive. This can be reached by integrating RTD issues more coherently into strategic planning and by building communities in which regional stakeholders learn to develop the regional system. The REACT project helps to achieve this goal. REACT is implemented within the European Sixth Framework Programme and focuses on regional empowerment in policy development and technology transfer. REACT will offer a platform for cross-regional learning and provide concrete regional development concepts for knowledge-based technology regions in Europe. REACT wants to make a contribution to the development and implementation of new policy-making instruments in the fields of micro- and nanotechnologies, innovation and regional development in order to improve the environment for public research. Moreover, the project aims at improving and fostering the link between public research bases and industry and helps to create bridges between researchers, policy makers and SMEs. REACT will enable regional stakeholders to formulate policy strategies with regard to RTD issues and will enhance and support concrete RTD concepts for knowledge-based technology regions in Europe. The overall objective of REACT is to improve Research and Technology Development in European regions and to support innovative policy-making for technology transfer. The key question which will taken into consideration by the REACT project is: how can regions make their RTD interventions more successful? The methodology developed in this project will be implemented exemplarily with a focus on micro technologies. Nevertheless, the methodological approach can be adapted to other technological fields afterwards and therefore offers a tool for sustainable regional development. REACT based on an interregional approach between 7 partners from 6 European regions (Limburg/NL, Styria/A, Franche-Comté/F, Thueringen/D, Southern Estonia/EE and Bratislava/SK) who will bring in their experiences and good practices and share their knowledge and competencies. Specific attention will be paid to  the development of a regional dimension of RTD policy-making and on the issue of mutual learning. However, the improvement of RTD policies and the application of efficient and innovative regional development instruments are main concerns for all REACT regions. Therefore, in each region an external group of regional stakeholders will be nominated to be member of the so called “REACT Sounding Board”. The Sounding Board will include regional policy-makers, opinion leaders, researchers, representatives of knowledge centers, investors, industry, entrepreneurs and SME’s dealing with micro technologies who aim at supporting the activities carried out during the REACT project. The stated goals will be reached by a combination of analyses of the respective regional performances, interregional exchange of experiences and exploitation and transfer. In policy terms, the co-ordinated action aims at giving concrete recommendations for the governance of RTD policies at regional level.   Project website: REACT

Building upon achievements of previous initiatives such as FOREN, FOMOFO, IOFCO, C+ and The Baltic STRING project, eFORESEE will conduct 6 new pilot foresight exercises in domains that have not been already covered, with a focus on the challenge of integrating accession countries into policy making processes of the European Union, both at the regional level and at the level of the ERA. Explicit attention will be given to the use of a 'Knowledge Management' approach to the design and implementation of the local foresight actions, as well as to the integration of local foresight 'experiences' into global research resources for policy makers in Europe. Experts from the EU will participate in the pilot project planning workshops to contribute knowledge and experience from previous foresight activities in regions or specific sectors. Policy makers from the Accession States will be invited to participate to facilitate capacity building for foresight and policy development in Accession States. Three major international conferences, aimed at policy makers in Europe and the Accession countries, will be organised in Malta, Cyprus and Estonia, with a view to stimulating further research on issues of current interest. These will be publicised and promoted via existing European networks such as those of RITTS-RIS, Eurada, RETI and ERIS@. Malta and Cyprus are in the process of establishing foresight exercises intended to help in the coordination of national RTD and innovation efforts, support capacity building and integrate these countries into the European Research Area. Experience from the past has underlined the challenge of implementing foresight actions in small economies or in regions with limited human resources and limited support for RTD and innovation activity. foresee will develop methodologies for foresight actions with constraints - limited human resources, limited local infrastructure and shorter time-horizons. The approach is based on a review and analysis of case-studies from smaller countries and regions of Europe . The local foresight teams will receive training and coaching. They will design, implement and evaluate pilot foresight actions based on methodologies developed for their specific objectives and constraints.

Projekti eesmärgiks on anda hinnang, kas Struktuurifondide meetmete tingimustes määratletud kriteeriumid võimaldavad valida projekte, mis panustavad rakenduskavades sätestatud eesmärkide saavutamisse parimal moel, ning kas need kriteeriumid võimaldavad liikuda eesmärkide saavutamise suunas võimalikult kiiresti ja tähtsustavad projektide jätkusuutlikkust. Selleks analüüsitakse alljärgnevat: erineva tasandi eesmärkide vahelist kooskõla (strateegia, rakenduskavade, prioriteetsete suundade ja meetmete eesmärkide omavaheline kooskõla) ja toetatavate tegevuste vastavust meetme eesmärkidele; projektide valikukriteeriumide asjakohasust ja tõhusust eesmärkide saavutamisse enim panustavate projektide väljavalimisel; mil määral on arvestatud strateegias, rakenduskavades ja meetmetes horisontaalset lähenemist vajavate teemadega (ekspordi kasv, konkurentsivõimeline majandusstruktuur ja tootlikkuse kasv, välisinvesteeringute kaasamine, majanduskriisiga kaasnevate probleemide leevendamine, energiatõhusus, elluviimise kiirus, tulemuste jätkusuutlikkus, mõju eelarvepositsioonile). Hindamise viib läbi hanke võitnud konsortsium koosseisus Ernst & Young Baltic (projektijuhtimine, kokkuvõte, keskkonna-, energeetika-, transpordivaldkond), Poliitikauuringute Keskus Praxis (ettevõtlus-, haridus-, sotsiaalvaldkond ning kokkuvõte) ja Balti Uuringute Instituut (haridus- ja ettevõtlusvaldkond ning kokkuvõte).

11. jaanuaril 2010 kutsus Ettevõtluse Arendamise Sihtasutus (EAS), mis on ESTLAT programmi sekretariaadi katusorganisatsioon, huvitatud osapooli osalema ESTLAT programmi hindamisprojektis. Hindamisprojekt viiakse läbi vastavuses Euroopa Komisjoni 1083/2006 artiklitega 47 ja 48. Hindamise eesmärk on mõõta programmi efektiivsust, asjakohasust ja edukust ning vajadusel viidata ka vajalikele muutustele programmis. ESTLAT-i programmi haldajatele annab see samas võimaluse hinnata oma tegevust ning teha parandusi. Hindamisprotsess viidi läbi Balti Uuringute Instituudi poolt koostöös Poliitikauuringute Keskuse Praxisega. Rohkem infot leheküljel: www.estlat.eu
