The last decade has been characterised by the upheavals in the integration and multiculturalism policies in Europe. European countries have been searching for new solutions to the problem of lack of social cohesion in their ever more multicultural societies. Multiculturalist policies, that were the norm in 1990ies, have been discarded by many political leaders, while at the same time no alternatives have been promoted.

In the Baltic Sea region, countries have varied experiences with multiculturalist and integration policies. Sweden has stayed in the course of multiculturalism despite of the widespread pessimism in the other European countries. Estonia and Latvia have proclaimed their aim to integrate their large Russian-speaking communities while some observers have pointed out to strong assimilationist tendencies in these policies. Lithuania and Poland are at the beginning of the policy development process for developing more socially cohesive societies.

The expert seminar ‘New era in integration policies in the Baltic Sea countries?’ will look at the new challenges in integration policies for countries in the Baltic Sea region. Government officials, experts and NGO community representatives from six countries will come together to discuss the concepts of integration that are applied in different countries, the challenges all countries face and the expected outcomes.

We are glad to announce that the project “Centralbaltic Job Ferry” (CB Job Ferry) has just published the 5^th edition of its regular Newsletters.

The most important events at the end of 2012 were participation of the CB Job Ferry project representative in the Annual Conference of the Association of European Border Regions (AEBR) organised in November, 2012, in Berlin, Germany, where the project was introduced to a broader public as well as to international experts in field of cross-border labour mobility.

Majandus- ja Kommunikatsiooniministeeriumi tellimusel valminud uuringust selgus, et e-lahenduste kasutamine on muutnud avalikud teenused tavateenustega võrreldes kuni 12 korda kiiremaks, kvaliteetsemaks ning uuringu käigus valminud hindamismetoodika aitab neid tulevikus veelgi efektiivsemalt luua.

MKMi riigi infosüsteemide osakonna juhataja Margus Püüa sõnul on Eestis mõõdetud küll e-teenuste kasutatavust ning rahulolu, kuid sisukat mõjuanalüüsi pole siiani läbi viidud. „Uuringu eesmärk oligi välja töötada meetod ning selle abil hinnata, kui palju aega ja raha e-teenused säästavad,“ ütles Püüa.

Pilootuuringu käigus hinnati 15 erinevat e-teenust. Nende seas avaldasid suurimat mõju Maksu- ja Tolliametile deklaratsioonide esitamine ning elektrooniline ettevõtete registreerimine. „Kui varasemalt võttis ettevõtte registreerimine aega hinnanguliselt 375 minutit, siis pärast e-lahenduse loomist võtab sama toiming keskmiselt 30 minutit,“ tõi Püüa näiteks.

Seniste lahenduste hindamisest olulisemgi on aga tulevikus loodavate e-teenuste maksimaalne kasu. „Loodud metoodika näol on tegemist tööriistaga, mis aitab meil kõikide tuleviku e-lahenduste mõju hinnata juba enne nende loomist,“ lisas Püüa.
