[Kommentaar] "The Baltic economies after a perfect storm" |

The global crisis stroke, as argued by many, by complete surprise and there was very little individual small economies such as the ones on the Baltic Sea Region could themselves do to avoid the domestic crisis that followed. Is this really so? What have we learned from this crisis? Are there any extra lessons to be taken?
The general hope and perception emerging from recent international media coverage is that the global financial and economic crisis is nearly over. The employment figures remain sluggish, but financial markets enjoyed last year extraordinary gains, and a number of economies have started to demonstrate again quite reasonable growth rates. In the Baltic Sea Region, also things seem to have started to return back to normal. The quarterly GDP growth was in Q4 2009 for the countries in the Baltic Sea region close to 0% or even slightly positive. Estonia prepares for adoption of euro in 2011 and the budget crisis in Greece has overshadowed the woes in the Baltic States. The view that the crisis is nearly over and everything will continue as previously represents a rather comforting outlook. This is a very tempting, yet dangerous way of thinking. |

Balti Uuringute Instituut osaleb projektis EGOPRISE ("E-GOvernment solutions as instruments to qualify the public sector for the specific needs of small and medium sized enterPRISEs (SMEs) in the rural BSR"), mille sihiks on riiklike e-lahenduste arendamine ja tõhustamine väike- ja keskmise suurusega ettevõtetega (VKE) seotud valdkondades. Projekti peamiseks eesmärgiks on muuta avaliku sektori e-teenused ettevõtetele rohkem kättesaadavamaks, lihtsustada (välis)tööjõu värbamist ning edendada VKEde sisenemist avaliku sektori ja ärivõrgustikesse. |

[Projekt] Euroopa integratsioonialase portaali haldamine |

Euroopa integratsioonialase veebilehe haldamine (“Maintenance for the European website on integration”) on Euroopa Komisjoni ning Migration Policy Group (MPG) poolt koordineeritud projekt, mille eesmärgiks on immigrantide ja vähemuste integratsiooni puudutava üleeuroopalise veebilehe (www.integration.eu) vastava infoga varustamine ning portaali eesmärkidega seonduva tegevuse teostamine.

Avatud Eesti Fondi poolt vahendatava Vabaühenduste Fondi viienda taotlusvooru tulemusena otsustati toetada Balti Uuringute Instituudi poolt esitatud projekti “Kodanikeühenduste toetusvõimaluste fondide andmebaasi väljatöötamine”. |

IBS analüütik Merit Tatar osales eksperdina projektis „The inter-relationship between the structural fund and the provision of services of general interest and services of general economic interest, and the potential for cross-border service delivery“. Projekti tellijaks oli Euroopa Parlament (DG Internal Policies) ning juhtpartneriks Leedus paiknev Public Policy and Management Institute. Projekti eesmärgiks oli uurida avalikes huvides pakutavate teenuste kvaliteeti EL liikmesriikides ning Struktuurifondide rolli selliste teenuste piisaval ja kvaliteetsel tasemel pakkumisel. |
