Institute of Baltic Studies has developed an interactive roadmap, which simplifies the recruitment of foreign labour for Estonian SME-s by providing clear and simple visual guide of this process. The interactive roadmap is based on different laws, regulations, requirements etc. which regulate the foreign labour employment. However, the big advantage of this system is the possibility for the employers to easily visualise information, which allows them to dynamically go through the process.

The roadmap is built upon the logic of different questions – e.g. have you already found an employee? Will the employee work for more than 6 months? Is he the citizen of European Union or citizen from third countries? Can he apply for the EU Blue Card? etc.

Based on the answers to these different questions, the employer goes through this process of recruitment step-by-step. In every step it is explained what are the requirements and conditions the employer or the employee needs to satisfy or who needs to submit which documents in different authorities. It is also brought out of how long one step approximately takes time and whether the employer or the employee can submit the documents online (i.e. use some governmental e-services).

The roadmap has two dimensions. The first dimension is step-by-step guide for every single question; the second dimension is the “big picture” of the roadmap where the user can see all steps at the same time in a single page (questions tree). By choosing the questions tree user can see all the different paths which can be taken when employing a foreigner, and marked in blue the employer can see and track his position in this roadmap.

The system is in Estonian and translated into English and Russian versions. The system is open for public and free of charge for all users. In the future a single webpage with combined roadmaps visualising the recruitment process in different countries (e.g. Finland, Germany and others) is planned.
