The aim of the project was to carry out the analysis and data gathering for formulating policy recommendations on building migration support system in Estonia. The project consisted of two studies: 1) best practices study on immigration support structures in selected countries and 2) qualitative study among target groups about the needs for services for migrants, especially highly skilled migrants.

These studies were conducted to answer two main research questions:

  • What is the most optimal and favorable immigration support services in the system and what components should it consist of?
  • How immigration support services should be organized and funded for public, private and third sector?

As a result, policy recommendations were formulated for the establishment of most optimal and favourable immigration support system in Estonia.
