The Institute of Baltic Studies coordinated the preparation of proposals for the Integration Development Plan “Integrating Estonia 2020” for the planning of research, the establishment of the Research Council’s working principles, the definition of development plan goals and the development of a monitoring model of integration processes.
The work was carried out in two parts. The first part focused on research planning and metrics. Within this framework:
An integration research plan for the period 2014-2020 was developed in cooperation with experts in the field;
Proposals were formulated to formulate metrics for the goals of Integrating Estonia 2020.
Proposals were made for the establishment of the Scientific Council, its objectives, tasks, the foundations of its membership;
Negotiations were conducted with other regular surveys and surveys (e.g. MoES youth monitoring, NIHD health surveys, MoA gender equality monitoring) and principles of co-operation were formulated to collect data relevant to the integration field in the framework of other surveys.
The second part focused on activities to support the development of a model for monitoring integration. Within this framework, discussions were held with Statistics Estonia to plan the collection of data relevant to the field of integration, based on the proposals formulated by the expert working group and the study plan.
The Integration Expert Working Group (convened 18.07.14) identified the needs for data collection for regular monitoring of integration processes. The working document of the working group serves as a basis for negotiations on data collection and conclusion of agreements with Statistics Estonia. As a result of the second part of the work, a detailed agreement (agreement with Statistics Estonia) was prepared for regular data collection for monitoring of integration processes. The agreement includes a description of the data to be collected, the frequency of collection, the responsibilities of the parties and the costs.
