L\u00e4hedal asuvad bussipeatus, ratta parkimiskohad, Vaksali pargi nurgas olev rattaringluse punkt kui ka ELMO elektriautode laadimis- ja rendipunkt. Heal p\u00e4eval v\u00f5ib rongilt maha tulles leida eest ka Bolti t\u00f5ukeratta v\u00f5i CityBee rendiauto. Rattatranspordi edendamiseks on kahel pool Vaksali t\u00e4navat loodud spetsiaalsed rattarajad ja hiljuti valmis Vanemuise t\u00e4nava rattatee. Rongilt tuleva v\u00f5i rongile mineva liikleja jaoks on tehtud liikumine v\u00f5imalikult sujuvaks ja mugavaks ning seejuures ka looduss\u00f5bralikuks.<\/p>\n\n\n\n<p class=\"wp-el\">Selline, liikleja jaoks sujuv ja mugav liiklemine iseloomustabki&nbsp;<strong>multimodaalset linna<\/strong>&nbsp;(i.k.&nbsp;<em>multimodal<\/em>) ehk liikuvusrikast linna. Multimodaalsuse kontseptsioon levib j\u00e4rjest enam linna- ja transpordiplaneerimises. Sisuliselt t\u00e4histatakse selle terminiga transpordiv\u00f5imaluste mitmekesisust ja segakasutust, et v\u00e4hendada eraautode hulka linnaruumis. Nn liikuvusrikkad linnad pakuvad mitmekesiseid transpordiv\u00f5imalusi \u2013 k\u00f5ndimine, rattas\u00f5it, \u00fchistransport, s\u00f5idujagamisteenused \u2013 ning arvestavad nende tugevuste, k\u00e4ttesaadavuse ja liiklejate eelistustega viisil, mis toob kaasa suurima efektiivsuse linnaliikluses. H\u00e4sti oluline on liikumisviiside sujuv segakasutamise v\u00f5imalus, et liiklejal oleks kerge \u00fchelt teisele \u00fcmber l\u00fclituda. Mida sujuvam on \u00fcleminek, seda v\u00e4iksem on eraauto kasutamise ahvatlus.&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">Lisaks transpordiviiside mitmekesisusele ja nende segakasutuse lihtsusele on multimodaalsetes linnades oluline ka reaalajas info nii \u00fchistranspordi aegadest kui ka renditavate liikumisvahendite k\u00e4ttesaadavusest. IBS kaardistas eelmisel aastal projekti&nbsp;<strong><a href=\"https:\/\/www.ibs.ee\/projektid\/cities-multimodal-urban-transport-systems-in-transition-towards-low-carbon-mobility\/\">Cities.multimodal<\/a><\/strong>&nbsp;raames erinevates riikides ja linnades kasutatavaid&nbsp;<a href=\"https:\/\/www.cities-multimodal.eu\/sites\/cmm\/files\/materials\/files\/cmm_report_multimodal_travel_planning_v2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>reisiplaneerimise lahendusi<\/strong><\/a>. Just digilahenduste areng on teinud multimodaalsed linnad v\u00f5imalikuks. Taaskord saab seda illustreerida Tartu n\u00e4itel, kus mobiilirakendus \u201eTartu bussiajad\u201c kuvab busside reaalajas saabumist ja rakendus \u201eTartu Smart Bike\u201c n\u00e4itab \u00e4ra k\u00f5ik rendirataste laenutuspunktid, kaasa arvatud selle, kui palju on neis parajasti vabu rattaid. Mujal maailmas leidub veelgi targemaid lahendusi, mis kuvavad reaalajas infot erinevate transpordivahendite kohta korraga ja v\u00f5imaldavad sealjuures k\u00f5igile neile otse pileteid v\u00f5i kasutamis\u00f5igust soetada (vt nt rakendus \u201e<a href=\"https:\/\/whimapp.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Whim<\/a>\u201c Helsingis).<\/p>\n\n\n\n<h2 class=\"wp-el wp-block-heading\" id=\"aga-milleks-ikkagi-luua-liikuvusrikast-linna\"><strong>Aga<\/strong>&nbsp;<strong>milleks ikkagi luua liikuvusrikast linna?<\/strong><\/h2>\n\n\n\n<p class=\"wp-el\">V\u00f5ttes arvesse suurt linnastumise trendi \u2013 n\u00e4iteks on prognoositud, et 2050. aastaks elab&nbsp;<a href=\"https:\/\/ec.europa.eu\/knowledge4policy\/foresight\/topic\/continuing-urbanisation\/urbanisation-worldwide_en\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>68% maailma rahvastikust linnades<\/strong><\/a>&nbsp;\u2013 ja sellega kaasnevaid ummikuid, ajakulu ja heitgaase, on \u00e4\u00e4rmiselt oluline luua transpordiv\u00f5rgustik, mis suudaks kasvavale survele vastu pidada ja olla sealjuures j\u00e4tkusuutlik. Vastasel juhul hakkab elukvaliteet linnades langema. Seega, liikuvusrikka linna arendamine on trend targa, looduss\u00f5braliku ja j\u00e4tkusuutliku linna arendamisel.<\/p>\n\n\n\n<p class=\"wp-el\"><a href=\"https:\/\/www.theigc.org\/person\/astrid-haas\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Poliitikaanal\u00fc\u00fctik Astrid Haas<\/strong><\/a>&nbsp;on&nbsp;<a href=\"https:\/\/www.theigc.org\/wp-content\/uploads\/2019\/02\/Integrated-multi-modal-transport-planning-FINAL-Jan2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>v\u00e4lja toonud<\/strong><\/a>&nbsp;keskkondlikud, majanduslikud ja \u00fchiskondlikud kasud, mis kaasnevad multimodaalsuse edendamisega:<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.ibs.ee\/wp-content\/uploads\/2022\/02\/Multimodaalsus.png\" alt=\"\" class=\"wp-image-1626\" width=\"678\" height=\"558\"\/><figcaption><sub><em>Joonis<\/em>:&nbsp;<em>Multimodaalsuse kasud. Allikas: Autorite endi, tuginedes Haas, A. 2018<\/em><\/sub><\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-el\">Keskkondlikud kasud:<\/p>\n\n\n\n<ul class=\"wp-el wp-block-list\"><li><strong>V\u00e4hem heitgaase<\/strong>&nbsp;\u2013 liikuvusrikkas linnas v\u00e4heneb eraautode kasutamine ja on loodud mugavad v\u00f5imalused looduss\u00f5bralikemate alternatiivide kasutamiseks.<\/li><li><strong>V\u00e4hem ummikuid<\/strong>&nbsp;\u2013 v\u00e4hem eraautosid v\u00e4hendab ka ummikuid, mis omakorda v\u00e4hendab nii \u00f5husaastet (sest ummikus seisvad autod on tihtipeale keskkonnale ohtlikumad kui sujuvalt liikuvad) kui ka m\u00fcrasaastet.<\/li><\/ul>\n\n\n\n<p class=\"wp-el\">Majanduslikud kasud:<\/p>\n\n\n\n<ul class=\"wp-el wp-block-list\"><li><strong>Uued finantsv\u00f5imalused<\/strong>&nbsp;\u2013 laiendades liikumistrajektoore ja t\u00f5stes liikumise efektiivsust t\u00f5useb teede \u00e4\u00e4rse kinnisvara v\u00e4\u00e4rtus ja uute kasutusalade potentsiaal. N\u00e4iteks t\u00e4nav, mis oli varem t\u00e4is eraautosid, v\u00f5ib jalgrattaga ja jalgsi liiklejate osakaalu suurenedes muutuda sobivaks kohaks kohvikutele ja poodidele.<\/li><li><strong>Suurem liikuvuse efektiivsus<\/strong>&nbsp;\u2013 reaalajas ja t\u00e4pne liikumisinfo v\u00f5imaldab liiklejatel oma aega t\u00f5husamalt kasutada. Kellelegi ei meeldi oodata 20 minutit ilmaasjata bussi v\u00f5i veeta pool tundi ummikus. Targad digilahendused aitavad t\u00e4nap\u00e4eval selliseid olukordi v\u00e4ltida.<\/li><\/ul>\n\n\n\n<p class=\"wp-el\">\u00dchiskondlikud kasud:<\/p>\n\n\n\n<ul class=\"wp-el wp-block-list\"><li><strong>Taskukohane transport<\/strong>&nbsp;\u2013 multimodaalsete liikumisviiside suurem efektiivsus v\u00f5ib muuta \u00fchistranspordiv\u00f5imalused soodsamaks v\u00e4hese sissetulekuga liiklejate jaoks. Sellel on otsene m\u00f5ju nende elustiilile ja see v\u00f5ib parandada ka t\u00f6\u00f6v\u00f5imaluste k\u00e4ttesaadavust.<\/li><li><strong>Suurem sotsiaalne sidusus<\/strong>&nbsp;\u2013 Kui alternatiivsed transpordilahendused muutuvad eraautode kasutajatele piisavalt atraktiivseks, muutuvad \u00fchistranspordis\u00f5lmed ja \u00fchistransport ise puutepunktiks erinevate sotsiaalmajanduslike r\u00fchmade vahel.<\/li><\/ul>\n\n\n\n<p class=\"wp-el\">K\u00f5ik need kasud ei pruugi avalduda iga linna puhul. N\u00e4iteks sotsiaalsed kasud avalduvad t\u00f5en\u00e4oliselt pigem suurlinnades ja metropolides, kus on pikemad vahemaad, suurem rahvastikutihedus ja sotsiaalmajanduslik ebav\u00f5rdsus. Kuid mitmed autotranspordi v\u00e4hendamisega ja segakasutatavate liikumisviiside juurutamisega seotud h\u00fcved saavad tekkida ka Tartus, Tallinnas, Narvas ja teistes Eesti linnades.<\/p>\n\n\n\n<p class=\"wp-el\">Ehkki n\u00e4iteks Tartu pakub t\u00e4na \u00fcsnagi mitmekesiseid liikumisviise, oli linnapilt alles m\u00f5ned aastad tagasi hoopis teistsugune kui peamisteks liikumisviisideks olid vaid buss, eraauto ja takso. \u00dchelt poolt on liikumisviiside mitmekesisusele kaasa aidanud \u00fcle\u00fcldine tehnoloogia areng ja s\u00f5idujagamisteenuste tekkimine, kuid siin on alati roll ka linnaplaneerijatel, kes v\u00f5tavad vastu otsuseid, kas ja kuidas v\u00f5imaldada sellised uusi liikumisviise. Inspiratsiooniks soovitame tutvuda IBSi kaardistuse raames loodud&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.cities-multimodal.eu\/sites\/cmm\/files\/materials\/files\/cmm_criteria_catalogue_for_ict_travel_planning_solutions_functionalities_edited.pdf\" target=\"_blank\"><strong>kriteeriumite kataloogiga<\/strong><\/a>, mis aitab linnadel luua paremaid digirakendusi reisiplaneerimiseks.<\/p>\n\n\n\n<p class=\"wp-el\">Tuleviku linn ei kuulu enam eraautodele, vaid linnaruum on tagasi antud jalgsi ja rattaga liiklejatele. Liikuvusrikkas linnas on \u00fchistranspordi kasutamine mugav, efektiivne ja stigma-vaba. Liikuvusrikas linn on linn, kus on k\u00f5igil parem elada.
