{"id":3264,"date":"2022-06-22T13:24:00","date_gmt":"2022-06-22T10:24:00","guid":{"rendered":"https:\/\/www.ibs.ee\/?p=3264"},"modified":"2022-06-22T13:28:30","modified_gmt":"2022-06-22T10:28:30","slug":"milline-on-eesti-biomajandus-aastal-2050","status":"publish","type":"post","link":"https:\/\/www.ibs.ee\/en\/milline-on-eesti-biomajandus-aastal-2050\/","title":{"rendered":"Milline on Eesti biomajandus aastal 2050?"},"content":{"rendered":"\n<p class=\"wp-el\">Eestil tuleb valmistuda biotehnoloogiate laialdaseks kasutuselev\u00f5tuks, sest bioteadustel ja -tehnoloogiatel on eeldusi kujundada 2040-2050. aastatel maailma majandusarengut.<\/p>\n\n\n\n<p class=\"wp-el\">Euroopa Liidu rohelepe ja laiemalt rohep\u00f6\u00f6re on viimaste aastak\u00fcmnete \u00fcks ambitsioonikamaid poliitilisi ettev\u00f5tmisi, mis toob kaasa praeguse majandusmudeli \u00fcmberm\u00f5tlemise nii sisus kui ka vormis. Rohe-eesm\u00e4rkide saavutamise \u00fcks eeldus on \u00fcleminek seniselt lineaarselt majandusmudelilt ringbiomajandusele. See t\u00e4hendab, et v\u00f5imalikult palju fossiilset tooret tuleb asendada biotoormega ning seda biotooret tuleb kasutada ja v\u00e4\u00e4rindada v\u00f5imalikult kestlikult. Sellise muutuse juhtimine eeldab pikaajalise, aastak\u00fcmneid haarava visiooni seadmist, hoidmist ja elluviimist.<\/p>\n\n\n\n<p class=\"wp-el\">Strateegilist planeerimist ja avaliku poliitika kujundamist kirjeldavad praegusaja maailmas kaks vastandlikku suundumust. \u00dchelt poolt on \u00e4ristrateegiate ja avaliku poliitika kujundamine muutunud viimastel k\u00fcmnenditel j\u00e4rjest teadmisp\u00f5hisemaks, kasvanud on uute andmeallikate t\u00e4htsus jne. Teiselt poolt on maailm kogenud viimastel aastatel erakordseid s\u00fcndmusi. Ajaliselt kokku langenud majandusts\u00fckli l\u00f5pp ja Covid-19 pandeemiaga kaasnev \u00fcleilmne rahvatervisekriis, millele on lisandunud varasemast suurem poliitiline m\u00e4\u00e4ramatus, on muutnud tulevikusuundade etten\u00e4gemise erakordselt keerukaks.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-el\">Deutsche Bank on kirjeldanud t\u00e4nap\u00e4eva maailma kui segaduse ajastut, mida iseloomustavad terav vastandumine ning paljude varem laialdaselt aktsepteeritud arusaamade ja kokkulepete k\u00fcsim\u00e4rgi alla seadmine. Sellises maailmas v\u00f5ib seniste arengutrendide automaatne pikendamine j\u00e4rgmistele aastak\u00fcmnetele osutuda suureks veaks (Reid\u00a0<em>et al.\u00a02020<\/em>). Ka Ameerika \u00dchendriikide Riiklik Julgeolekun\u00f5ukogu on oma anal\u00fc\u00fcsides r\u00f5hutanud, et maailma iseloomustab kasvavalt nn progressiparadoks (National Intelligence Council 2017). See t\u00e4hendab, et arengusuunad, mis on olnud meie edu alus, on n\u00fc\u00fcd muutunud tuleviku s\u00e4ilen\u00f5tkuse vaatepunktist arengu v\u00f5imalikeks takistusteks, ehk praegusaja maailmas ei tasu mitte midagi pidada enesestm\u00f5istetavaks. Sarnase arusaamani on j\u00f5utud inimkonna kestlikule arengule p\u00fchendunud teadusuuringute valdkonnas (Clark, Harley 2020).<br><br>\/&#8230;\/<\/p>\n\n\n\n<h2 class=\"wp-el wp-block-heading\">Stsenaariumianal\u00fc\u00fcsi raamistik<\/h2>\n\n\n\n<p class=\"wp-el\">Nii kliima, keskkonna kui ka majanduse tulevikuv\u00e4ljavaated s\u00f5ltuvad suurel m\u00e4\u00e4ral riikide ja ettev\u00f5tete r\u00fchmade, aga ka p\u00f5lvkondade omavahelisest koost\u00f6\u00f6valmidusest ja suutlikkusest kehtestada k\u00f5ikidele osalistele kasulikke reegleid. Siinse stsenaariumianal\u00fc\u00fcsi \u00fcheks p\u00f5hiteljeks on seet\u00f5ttu valitud biomajanduse \u00fcleilmse avatuse \u2013 piirkondliku kogukonnastumise m\u00f5\u00f5de. Sellel teljel on \u00fcleilmse avatud koost\u00f6\u00f6 alternatiiviks maailmajagudevaheline ja -sisene kasvav rivaliteet, mis toob kaasa kogukondlike vajaduste esiplaanile seadmise nii maailmajagude, Euroopa siseturu kui ka rahvusriikide tasemel.<\/p>\n\n\n\n<p class=\"wp-el\">Maailmamajanduse arengut on alates 18. sajandi l\u00f5pus alguse saanud t\u00f6\u00f6stusrevolutsioonist kandnud viis j\u00e4rjestikust tehnoloogilis-majanduslikku paradigmat. Iga\u00fchele neist on pannud aluse revolutsiooniliselt uued tehnoloogiad, sellel p\u00f5hinev uus taristu, institutsioonid ja elustiiliid.<\/p>\n\n\n\n<p class=\"wp-el\">Stsenaariumianal\u00fc\u00fcsi tehnoloogilise arengu teljel viitab biorevolutsioon arengusuunale, kus radikaalselt uued biotehnoloogialahendused ja neid toetav taristu saavad j\u00e4rgmise tehnoloogilis-majan\u00addusliku paradigma ning sotsio-tehniliste s\u00fcsteemide (energias\u00fcsteemi, toidus\u00fcsteemi jms) muutuste \u00fcheks keskseks aluseks.
