It is a continuation of Estonia&#8217;s first national program, &#8220;Integration in Estonian Society 2000\u20132007,&#8221; the &#8220;Estonian Integration Plan 2008\u20132013,&#8221; and the integration field development plan &#8220;Integrating Estonia 2014\u20132020.&#8221;&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">Within the framework of this project, the Institute of Baltic Studies will evaluate and clarify the effectiveness, relevance, and efficiency of the implementation of the&nbsp;\u201cCohesive Estonia Development Plan\u201d. The mid-term evaluation covers three of the five programmes of the development plan:&nbsp;Integration, including Adaptation Programme&nbsp;(Ministry of Culture); Communal&nbsp;Estonia (Ministry of the Interior); and&nbsp;Global&nbsp;Estonianness&nbsp;(Ministry of Foreign Affairs).&nbsp;In addition, the evaluation will assess the mutual&nbsp;synergy&nbsp;of the programmes but also&nbsp;the potential duplication of&nbsp;activities and measures&nbsp;between them.&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">Research methods used include document analysis, focus group and individual interviews, and a survey questionnaire.&nbsp;Furthermore, a validation seminar and a co-creation workshop&nbsp;are&nbsp;organized. The results of the mid-term evaluation will also include&nbsp;recommendations for planning the use of European Union structural funds&nbsp;from
