This framework enables a systematic assessment of companies&#8217; motivation, attitudes, and primary obstacles&nbsp;regarding&nbsp;the adoption of digital solutions. It&nbsp;includes&nbsp;both internal factors (e.g., resources, skills, and readiness for change) and external factors (e.g., trust in the state and service providers, standards, integration capabilities, and sector-specific expectations).&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">The study is conducted as a&nbsp;two-stage applied research project&nbsp;combining quantitative and qualitative methods: document and secondary analysis, an online survey for companies, in-depth interviews, and co-creation workshops. The&nbsp;methodology&nbsp;is developed iteratively, and the results are&nbsp;validated&nbsp;during a dedicated validation seminar to ensure the&nbsp;solution&#8217;s&nbsp;applicability for future policy and implementation decisions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">As a result of the project,&nbsp;a validated assessment framework and recommendations for&nbsp;monitoring&nbsp;the adoption of digital solutions and increasing company motivation will be&nbsp;created.&nbsp;<\/p>\n\n\n\n<p class=\"wp-el\">The study is conducted in cooperation&nbsp;with&nbsp;the&nbsp;Estonian Chamber of Commerce and Industry, the Estonian Association of Information Technology and Telecommunications, and Tallinn University of
