Commissioned\nby the Ministry of Finance, the Institute of Baltics Studies (IBS) conducted\nthe mid-term evaluation for the European Union Operational Programme for\nCohesion Policy Funding 2014-2020 in collaboration with the Technopolis Group,\nErnst & Young Baltic and Praxis.<\/p>\n\n\n\n
The\nevaluation covered all the 14. prioritized directions of the operational\nprogramme. The mid-term evaluation assessed the operational programme and its\nrelevance, effectivity, impact and sustainability.<\/p>\n\n\n\n
The Operational Programme has had a significant impact on\nthe achievement of Estonia\u2019s most important strategic objectives. Its\ncontribution has been greatest in the achieving of strategies that are directly\nconnected to the Operational Programme \u2013 Estonia 2020, Europe 2020, and the\nBaltic Sea Strategy \u2013 and of objectives related to sustainable development.<\/p>\n\n\n\n
The study concluded, that the balance of regional\ndevelopment remains a major challenge. Outside of Harju and Tartu counties, the\nchallenges are stalled structural change in business and the low creation of\nalternative employment, as well as a lack of investment and the resulting\nemigration of the last 25 years, which has cumulatively reduced the volume and\navailability of services and employment.<\/p>\n\n\n\n
Supporting regional development is more effective when\nentrepreneurship, infrastructure, and living environment investments constitute\na logical whole and if local governments have the opportunity and ability to\nparticipate in shaping policy and leading development processes.<\/p>\n\n\n\n
The mid-term evaluation concluded that the sectoral\nobjectives and actions of the Operational Program are still relevant today –\nthere is no need for major changes to meet the objectives of the Operational\nProgram.<\/p>\n","protected":false},"excerpt":{"rendered":"
