Baltic Studies together with Tartu Regional Energy Agency and O\u00dc Tepsli conducted an analysis to explore how the planned activities and energy and climate goals of REKK 2030 are being implemented in local governments.<\/p>\n\n\n\n<p>The analysis consisted of three stages with every stage ending with an interim report:<\/p>\n\n\n\n<p>I stage \u2013 analyzing the energy management of local governments to assess their needs, potential and possible contributions;<br>II stage \u2013 evaluating the implementation of energy and climate measures in the ten local governments with the largest energy consumption and in three with the lowest;<br>III stage \u2013 recommendations and suggestions for all local governments for a more effective future implementation and monitoring of energy and
