{"id":3642,"date":"2022-07-12T08:51:11","date_gmt":"2022-07-12T05:51:11","guid":{"rendered":"https:\/\/www.ibs.ee\/publications\/teaduse-tippkeskuste-meetme-hindamine\/"},"modified":"2024-08-08T14:13:00","modified_gmt":"2024-08-08T11:13:00","slug":"teaduse-tippkeskuste-meetme-hindamine","status":"publish","type":"publications","link":"https:\/\/www.ibs.ee\/en\/publications\/teaduse-tippkeskuste-meetme-hindamine\/","title":{"rendered":"Evaluation of the Centres of Excellence Measure"},"content":{"rendered":"\n<p class=\"wp-el\">The study aimed to assess the achievement of the objectives of the first period (2008\u20132015) and the second period (2014\u20132020) of the measure &#8220;Supporting Centres of Excellence to Strengthen the International Competitiveness and Excellence of Research.&#8221; It also aimed to evaluate the effectiveness of the measure. Additionally, the study sought to determine the impact and role of the measure in Estonian science as a whole.<\/p>\n\n\n\n<h4 class=\"wp-block-heading wp-el\"><strong>The main conclusions of the evaluation of the action: <\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list wp-el\">\n<li><strong>The measure is very important<\/strong> in supporting excellence in research, even though it only accounts for about 2% of total public funding for R&amp;D in Estonia.<\/li>\n\n\n\n<li><strong>The measure is relevant<\/strong> as it has met the greatest needs of Estonian researchers.<\/li>\n\n\n\n<li><strong>The measure is effective <\/strong>because it has produced high-quality research.<\/li>\n\n\n\n<li><strong>The measure has had the greatest impact on national cooperation<\/strong> within the research community, on excellence in research, on the next generation of researchers and on the education of society.<\/li>\n\n\n\n<li><strong>The measure is sustainable under certain conditions.<\/strong> Without the action, top Estonian researchers will continue to carry out research using other project-based research funding opportunities. Existing research teams are also likely to continue to operate on a project basis, but without the Centres of Excellence measure action, their collaboration will diminish. The same can be said for the next generation.<\/li>\n\n\n\n<li><strong>The measure has been beneficial for researchers<\/strong> by widening their opportunities to engage in cutting-edge research.<\/li>\n\n\n\n<li><strong>The measure has supported the popularisation of Estonian science.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-el\">Proposals for future action are set out in the <a href=\"https:\/\/www.ibs.ee\/wp-content\/uploads\/2022\/07\/Lopparuanne_tippkeskuste-hindamine.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>.<\/p>\n\n\n\n<p
