{"id":7567,"date":"2026-01-15T11:28:44","date_gmt":"2026-01-15T09:28:44","guid":{"rendered":"https:\/\/www.ibs.ee\/?post_type=publications&#038;p=7567"},"modified":"2026-01-15T11:28:44","modified_gmt":"2026-01-15T09:28:44","slug":"rpl-implementation-experiences-and-opportunities-for-development","status":"publish","type":"publications","link":"https:\/\/www.ibs.ee\/en\/publications\/rpl-implementation-experiences-and-opportunities-for-development\/","title":{"rendered":"RPL Implementation: Experiences and Opportunities for Development"},"content":{"rendered":"\n<p class=\"wp-el\">V\u00d5TA (Recognition of Prior Learning and Work Experience, RPL) makes it possible to recognise prior studies, continuing education, self-directed learning and work experience, but in practice it is mainly used for the transfer of formal studies.<\/p>\n\n\n\n<p class=\"wp-el\">The aim of the study was to obtain an overview of students\u2019 awareness of V\u00d5TA; the attitudes of different stakeholders towards V\u00d5TA; the profiles of V\u00d5TA users and non-users; users\u2019 experiences; the reasons for using or not using V\u00d5TA in formal education and in applying for professional qualifications; and areas for improving V\u00d5TA.<\/p>\n\n\n\n<p class=\"wp-el\">The results of the study showed that the system for the recognition of prior learning and work experience (V\u00d5TA) is widely known in Estonia, but its implementation is inconsistent and underused, considering its potential to support lifelong learning. The share of V\u00d5TA users has remained stable in recent years: about 8% of students in higher education and 7% in vocational education apply for V\u00d5TA. For students, the main purpose of using V\u00d5TA is to reduce study load or shorten the duration of studies and to avoid repeating knowledge already acquired.<\/p>\n\n\n\n<p class=\"wp-el\">To encourage broader use of V\u00d5TA, it is necessary to increase awareness of the system\u2019s possibilities among students, counsellors and assessors, and to ensure uniform, clear and easily understandable guidelines for implementing the process. It is important to make the V\u00d5TA system more student-centred by providing clearer information, a simpler and more transparent application process, and ensuring that it is accessible in a consistent and user-centred way at all levels of education.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The results of the study showed that the system for the recognition of prior learning
