It builds on the 2025 report\u202f<em>Global Megatrends and Major Uncertainties for Green Growth<\/em>\u202fpublished under the same project, examining the megatrends and structural uncertainties shaping Estonia\u2019s green transition and LCT export potential, drawing on policy analysis, trade data and stakeholder and export strategy recommendations.<\/p>\n\n\n\n<p class=\"wp-el\">Key findings<\/p>\n\n\n\n<ul class=\"wp-block-list wp-el\">\n<li><strong>In Estonia, institutional progress on climate policy has been accompanied by a softening of ambition and growing policy uncertainty.<\/strong>\u202fAdoption of the national climate law, the Climate-Resilient Economy Act, has faced repeated delays and its latest draft includes weaker interim targets for 2030 and 2035. The absence of clear safeguards against backtracking, together with signals of revisiting EU Fit for 55 commitments, raises concerns about continuity of policy priorities, holds back green\u00a0investment\u00a0and weakens Estonia\u2019s competitiveness in low-carbon technologies.<\/li>\n\n\n\n<li><strong>Rising fiscal pressures and competing priorities risk slowing the transition.<\/strong>\u202fA cluster of overlapping crises is creating competing policy\u00a0priorities,\u00a0while growing demands related to defence spending, inflation and cost competitiveness are often framed in opposition to climate policy. This creates a risk that short-term pressures crowd out long-term investment in decarbonisation and green industry.\u00a0<\/li>\n\n\n\n<li><strong>Climate,\u00a0security\u00a0and competitiveness are still treated as separate policy domains, despite being\u00a0closely connected.<\/strong>\u202fEstonia is warming faster than the European average, and climate-related costs such as infrastructure damage and agricultural losses are already rising. Distributed renewable energy production and storage are increasingly not only climate issues but also matters of energy security, yet these linkages\u00a0remain\u00a0weakly reflected in policy and public understanding.<\/li>\n\n\n\n<li><strong>Growing geoeconomic fragmentation creates both risks and openings.<\/strong>\u202fThe shift toward more regionalised supply chains and EU strategic autonomy in clean technologies may\u00a0benefit\u00a0Estonia if it can position itself within European industrial ecosystems in time. At the same time, high dependence on a limited number of geopolitically\u00a0rivaling\u00a0suppliers for key technologies such as solar panels and batteries creates strategic vulnerabilities.<\/li>\n\n\n\n<li><strong>Estonia has identifiable\u00a0immediate\u00a0export potential in low-carbon technologies, but within a specialised role.<\/strong>\u202fIts comparative advantage lies in high-value components, e.g. electric control and distribution equipment, machinery, and precision instruments rather than mass manufacturing. The strategic priority should be to deepen specialisation and integration into European value chains. Key markets include Germany, the United Kingdom, France, Italy, Poland, Spain, Austria, Czechia, the Netherlands,\u00a0Sweden\u00a0and the United States, with opportunities varying by product group.<\/li>\n\n\n\n<li><strong>Demographic decline, skills\u00a0shortages\u00a0and limited public support for climate policy remain structural constraints.\u00a0<\/strong>Estonia has one of the fastest-declining populations in the EU and a record-low fertility rate, with labour shortages in construction,\u00a0engineering\u00a0and ICT. It is also the only EU member state where fewer than half of respondents support the 2050 climate neutrality target.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>This policy brief is
