Evaluation of the implementation of the safety development programme and the development and testing of an efficiency assessment model 

The “Internal Security Development Plan 2020–2030” places a strong focus on local governments as shapers of community safety. To this end, eight municipalities are participating in a nationwide development programme aimed at creating a clear and well-considered strategic framework for safety management at the local level. 

Specifically, the study focuses on how the safety development program functions during the implementation of activities, what added value it creates, and what conditions would help make the programme even more effective. The study also develops an evaluation methodology to assess the impact of development programmes in the future. 

The study analyses existing materials, conducts data inquiries, and collects direct feedback through expert assessments, interviews, co-creation workshops, and discussions. 

The findings will be compiled into a comprehensive overview, with practical recommendations forming the core component. The resulting proposals will help local governments and the state design effective solutions in the field of safety that are aligned with the needs of municipalities.
