Crisis preparedness study

Recent years have shown that crisis preparedness in Estonia is uneven – higher in rural areas and lower in urban settings. The COVID-19 pandemic, the war in Ukraine, and increasingly frequent natural disasters have highlighted the need to strengthen public awareness and readiness for crises.

The project aims to understand how individuals develop a sense of responsibility in crisis situations and what factors help bridge the gap between intention and action. The study focuses on urban residents, older people, and non-Estonian speakers – groups with the lowest levels of crisis preparedness. IBS’s main role is to conduct qualitative analysis and propose evidence-based interventions to enhance overall societal crisis resilience.
