Estonian Integration Monitoring 2026
The Estonian Integration Monitoring is the country’s largest regular study in the field of integration, which has been carried out since 2000. The current study is conducted for the tenth time and is based on the national strategy “Cohesive Estonia Development Plan 2021–2030.” The monitoring helps explore the development of Estonia’s culturally diverse society, its successes and challenges, and provides important input into shaping policies across multiple fields.
The 2026 Estonian Integration Monitoring analyses indicators reflecting the cohesion of Estonian society, adaptation and integration processes, including the adaption of new immigrants, and highlights long-term societal development trends based on the term societal development trends based on comparisons with previous monitoring periods.
The study is based on eight thematic focus areas that are important in the integration process in Estonia. These are:
- education
- employment and the labour market, livelihood
- media and information environment
- contacts between ethnicities and language-based spatial separation
- Estonian and other languages skills
- perception of equal treatment
- citizenship and socio-political participation
- sense of security and safety
In 2026, a population survey will be conducted that will include Estonians, permanent residents whose mother tongue is different from Estonian, as well as newimmigrants. The results of the study will be presented in the spring–summer of 2027.
Commissioned by the Ministry of Culture, the 2026 monitoring study is led by the Institute of Baltic Studies in cooperation with Praxis and Turu-Uuringute AS. The research team is complemented by experts in different fields, including ethnic relations, migration, and integration, Vello Pettai and Tiit Tammaru. The responsible editor of the monitoring is Raivo Vetik.
