Mark Herman Ilumets holds a Bachelor’s Degree in Geography and a Master’s Degree in Human Geography and Regional Planning from the University of Tartu, Institute of Science and Technology. He has previously participated in the preparation of the cultural development plan for Toila Municipality and the development strategy for Ida-Viru County.
