Applied research on companies’ motivation for the adoption of digital solutions

The objective of the study is to map the factors that facilitate or hinder the adoption of digital solutions (including automated data exchange, data-driven reporting, e-invoicing, etc.) in Estonian companies and to determine how to design government interventions that better meet the needs of both entrepreneurs and software developers. 

The central output of the project is a scientifically grounded and practically applicable methodological framework. This framework enables a systematic assessment of companies’ motivation, attitudes, and primary obstacles regarding the adoption of digital solutions. It includes both internal factors (e.g., resources, skills, and readiness for change) and external factors (e.g., trust in the state and service providers, standards, integration capabilities, and sector-specific expectations). 

The study is conducted as a two-stage applied research project combining quantitative and qualitative methods: document and secondary analysis, an online survey for companies, in-depth interviews, and co-creation workshops. The methodology is developed iteratively, and the results are validated during a dedicated validation seminar to ensure the solution’s applicability for future policy and implementation decisions. 

As a result of the project, a validated assessment framework and recommendations for monitoring the adoption of digital solutions and increasing company motivation will be created. 

The study is conducted in cooperation with the Estonian Chamber of Commerce and Industry, the Estonian Association of Information Technology and Telecommunications, and Tallinn University of Technology.
