Mid-Term evaluation of the “Cohesive Estonia Strategy 2021–2030”

The “Cohesive Estonia Strategy 2021–2030” is an inter-ministerial strategic development document that plans the development of Estonia’s integration field for ten years. It is a continuation of Estonia’s first national program, “Integration in Estonian Society 2000–2007,” the “Estonian Integration Plan 2008–2013,” and the integration field development plan “Integrating Estonia 2014–2020.” 

Within the framework of this project, the Institute of Baltic Studies will evaluate and clarify the effectiveness, relevance, and efficiency of the implementation of the “Cohesive Estonia Development Plan”. The mid-term evaluation covers three of the five programmes of the development plan: Integration, including Adaptation Programme (Ministry of Culture); Communal Estonia (Ministry of the Interior); and Global Estonianness (Ministry of Foreign Affairs). In addition, the evaluation will assess the mutual synergy of the programmes but also the potential duplication of activities and measures between them. 

Research methods used include document analysis, focus group and individual interviews, and a survey questionnaire. Furthermore, a validation seminar and a co-creation workshop are organized. The results of the mid-term evaluation will also include recommendations for planning the use of European Union structural funds from 2028.
