The evaluation aims to provide a better overview of the effectiveness and relevance of the Kristjan Jaak programme’s activities in the light of the objectives set for it, to understand the significance of the Kristjan Jaak programme alongside other major learning mobility programmes (Erasmus+, Dora Plus) and to make recommendations for the continuation of the various activities and the design of learning mobility actions. To this end, secondary sources will be analysed, interviews will be carried out with experts in the field and with representatives of universities and scholarship holders, and an online survey of scholarship holders (including, where appropriate and possible, those who have received a negative decision) and a workshop to validate the results and recommendations will be conducted.
