Evaluation of the Performance and Impact of the “Institutional Development Programme for Research and Development and Higher Education Institutions” (ASTRA) action 

Launched in 2015, the ASTRA measure aims to increase the efficiency and capacity of higher education and R&D institutions and capability to serve society. The measure consists of two main activities: investments in buildings or infrastructure and so-called content activities, or the development and quality improvement of teaching and research in universities and research institutions.  

The aim of this study was to assess the effectiveness and impact of the ASTRA measure and the efficiency of its implementation. The evaluation has drawn conclusions on the lessons learnt from the implementation of the measure and suggestions to the Ministry of Education and Research for the design and implementation of future ASTRA-type efforts.
