The Institute of Baltic Studies is conducting a survey as part of the Võru County Climate and Energy Plan outreach programme. The survey is aimed at apartment building housing associations, apartment building property managers, and local government representatives in Võru County.
The aim of the study is to assess the readiness of apartment associations to renovate their buildings, identify the main barriers hindering renovation, and evaluate the target groups’ awareness of available support measures, financing opportunities, and the benefits of renovation. Special attention is given to the situation in rural areas and to the types of support and information that apartment building housing associations and local governments require to initiate and facilitate renovation processes.
The study was preceded by a workshop entitled “The expectations of apartment building housing associations and the support available from local governments”, organized by IBS in Võru on 11 June 2026. The aim of the workshop was to discuss renovation barriers and possible solutions with the attending housing association and local government representatives.
